Looks to me like just a random empty chair/bench in the middle of a field/green space. They're more common than you think -- usually in the spring and fall my college puts out Adirondack chairs all over campus, just randomly (though they didn't do it this spring -- wonder why), for people to use whenever.

And it's black and white, so it's probably from a picture that's meant to be ~artistic~. (Not that I don't think it doesn't look good...)
